Much more emphasis will be given to natural local communities, recognising that each area has different needs and that one size does not fit all. The new council will help develop strong and dynamic local communities and will devolve decision making to the most appropriate level. Plans for community networks are being developed with partners.
The plan is for 19 Community Networks
They will be a focal point for devolved decision-making, consultation, monitoring performance and local place-shaping.
The vision is to....

· focus on local partnership working
· improve local accountability
· be accessible and responsive
· give an enhanced role for town and parish councils
· have a "one stop shop" where residents can contact the council face to face and have convenient access to a wide range of services and support
Some of the big issues for our communities
Talks have been held with communities about the things that are important to them. These are the kind of complex issues that Cornwall Council cannot address on its own. It needs to be working with a wide range of partners in the local area to tackle things like:
· Affordable housing
· Anti-social behaviour
· Economic regeneration
· The future for young people
· Transport
· Access to services - for example dentists and healthcare
· Environment - the quality and cleanliness of our neighbourhoods, streets, parks and open spaces
· Debt
What's happening now
· They have appointed the first eight community network managers.
· They are identifying best practice and activities
Making things more local will be important for the new Cornwall Council.
